Bridging the Digital Divide

In today’s interconnected world, access to the internet is no longer a luxury but a necessity. However, many individuals, especially those living in rural areas, low-income households, or with disabilities, remain disconnected. This lack of access creates a significant barrier to education, healthcare, employment, and overall participation in society — a divide known as the digital divide. To address this divide, Congress passed the Digital Equity Act, and the President signed it into law. This legislation aims to promote digital inclusion by expanding broadband access, funding digital literacy programs, and ensuring that marginalized communities are not left behind in the digital age.

For Living Independently for Today and Tomorrow (LIFTT), digital equity is not a new priority. Long before the Digital Equity Act was signed into law, LIFTT had already been working to bridge the digital divide in its service area, which spans 18 counties in South Central and Southeastern Montana: Big Horn, Carbon, Carter, Custer, Dawson, Fallon, Garfield, Golden Valley, McCone, Musselshell, Powder River, Prairie, Richland, Rosebud, Stillwater, Treasure, Wibaux, and Yellowstone. As a nonprofit dedicated to promoting independence for individuals with disabilities, LIFTT understood that access to technology was crucial for the people they serve, especially those in rural and underserved areas.

Pioneering Digital Inclusion During the Pandemic

LIFTT’s commitment to digital inclusion became especially critical during the COVID-19 pandemic. As public health restrictions limited in-person services and support, LIFTT recognized the urgent need to connect with its service population digitally. LIFTT developed and launched a state-of-the-art ADA-accessible website and mobile app using private grant funding. This digital platform enabled LIFTT to provide resources, support, and community engagement opportunities remotely, ensuring that people with disabilities could access vital services even when physical interactions were limited.

LIFTT’s website and app served as a lifeline during the pandemic, particularly for consumers of its Independent Living, Personal Care Attendant (PCA), and Community Health Worker (CHW) programs. These digital tools also became essential for LIFTT’s broader mission of empowering people with disabilities to live independently, allowing individuals to access information and communicate with staff without barriers.

Yet, despite these advancements, LIFTT faced significant challenges in fully connecting its rural communities. Many residents in Montana’s vast, sparsely populated regions still lacked reliable broadband access, making it difficult for them to take full advantage of LIFTT’s digital platform. Additionally, digital literacy — the ability to use technology effectively — was a major hurdle for many people LIFTT serves. Seniors and individuals with disabilities often need training to navigate online platforms, use telehealth services, or participate in virtual community meetings.

Leveraging the Digital Equity Act for Future Impact

With the passage of the Digital Equity Act, LIFTT is poised to take its digital inclusion efforts to the next level. The Act provides funding for states to develop and implement comprehensive digital equity plans, focusing on expanding broadband access and promoting digital literacy. For LIFTT, this means that federal resources will be available to address the barriers that have long hindered digital access in Montana.

One key area where LIFTT plans to leverage the Digital Equity Act is expanding its digital literacy programs. By teaching individuals how to use technology for everyday needs — such as accessing telehealth services, applying for jobs, or staying in touch with family — LIFTT will empower more people to take full advantage of the digital world. This is particularly important for the rural and disabled populations LIFTT serves, many of whom are still unfamiliar with essential digital tools and services.

LIFTT also envisions becoming a community hub for digital connection. By creating a space where individuals can access computers, tablets, and high-speed internet — similar to an internet café — LIFTT can provide a physical location for those without internet access to get online. Additionally, the Digital Equity Act offers grant opportunities that LIFTT can use to distribute devices like tablets, laptops, and smartphones to those in need, further ensuring that people in its service area have the tools to connect.

Finally, LIFTT aims to help cover the cost of broadband for low-income residents through grants provided by the Digital Equity Act. By making broadband affordable, LIFTT can help eliminate one of the most significant barriers to digital inclusion, ensuring that more people in South Central and Eastern Montana can participate fully in the digital age.

A Pioneer in Digital Inclusion

LIFTT has been a pioneer in promoting digital inclusion long before the Digital Equity Act was enacted. Its innovative use of technology during the COVID-19 pandemic laid the groundwork for a more connected and inclusive future. With the support of the Digital Equity Act, LIFTT is prepared to expand its efforts, ensuring that the people of Montana — especially those who are most vulnerable — have the digital access and skills they need to thrive.

Billings MET installs stop @ LIFTT

illings MET Transit has installed a new stop in front of LIFTT

Billings MET Transit has installed new stops in front of LIFTT”s buliding (bottom photo, #347, Inbound) and across the street ( top photo, #348, Outbound) at Crawford Drive & 13th Street W. The stops are part of the #3 Crosstown Route.

Hop on Board! Thanks to Billings MET Transit, there are now bus stops on both sides of 13th Street W in front of LIFTT, allowing consumers and visitors to access LIFTT more easily.

Whether you’re coming to LIFTT for a class, a meeting, or to say hello, getting here is now more convenient than ever! We’re thrilled to be part of the Crosstown Route (Route 3), connecting our community like never before. Stop #0347 is on the east side of the 13th W directly in front of our building for Inbound (Downtown) riders, and #0348 is across on the west side of 13th W for Outbound (Stewart Park) riders; please use extreme caution when crossing 13th Street W at Crawford Drive. We hope everyone will get aboard MET Transit and explore what LIFTT offers! Together, we’re empowering independence and accessibility for everyone in our community.

ADA Anniversary Celebration July 26

LIFTT ADA Celebration, Friday July 26, 2024 11 a.m. to 3 p.m. Billings LIFTT Office (1241 Crawford Drive)

 

Living Independently for Today & Tomorrow (LIFTT) invites the community to the Billings LIFTT office (1241 Crawford Drive) on Friday, July 26, from 11 a.m. to 3 p.m. to celebrate the 34th Anniversary of the Americans with Disabilities Act (ADA).

Aging & Disability Inclusion through Transportation

This year’s celebration theme is “Disability Inclusion through Transportation,” and it will feature a display from Billings MET Transit, where people can see both a standard city bus and the smaller vehicle used for providing paratransit services.

“Equal access to public and private transportation systems for older adults and people with disabilities is vital for enabling these groups to participate fully in society, accessing employment, education, healthcare, and social activities. It is in recognition of this vitality that LIFTT has chosen “Aging and Disability Inclusion through Transportation” as the theme for our celebration,” said LIFTT executive director Carlos Ramalho

Information and Vaccination

Along with the display from Billings MET Transit, there will be information tables from LIFTT and many other organizations that provide important programs and services to help people with disabilities be independent in their communities including Montana Vocational Rehabilitation,  Veterans Navigation Network, Big Sky Senior Services, Mountain Made K9, Forward Montana, Greater Good Health, Adult Resource Alliance of Yellowstone County, Healthy by Design Coalition, University of Montana Rural Institute for Inclusive Communities/MonTech, The Statewide Independent Living Council, AWARE, City of Billings Planning & Community Services/Yellowstone Metropolitan Planning Organization, Vitalant, The United Way of Yellowstone County, Eagle Mount, Billings Clinic and Tumbleweed.

RiverStone Health’s mobile vaccination unit will be on-site offering COVID-19, Tdap (tetanus, diphtheria, and pertussis), Hepatitis A, Hepatitis B, HPV (Human papillomavirus), and Shingles to those 18 years and older, which private insurance, Medicare, and Medicaid cover. Those wishing to bill private insurance or Medicare will need to present a copy of their insurance card. For those without insurance, Tdap, Hepatitis A, Hepatitis B, and COVID-19 vaccinations are available at no cost.

Fun & Food

There will be activities for kids, and the little ones can stay cool by taking a trip down a giant waterslide that will be set up near the resource fair.

The Tastes So Good, Lil Red Wagon, and Digz Filipino Kitchen food trucks will be on-site, and lunch will be available for purchase. Altana Federal Credit Union will have its “Ice Cream Bus” handing out free Wilcoxon’s frozen treats, and LIFTT will provide ADA birthday cake, bottled water, and other festive treats!

Finally, at 2 p.m. in LIFTT’s auditorium, LIFTT team members and other community and political leaders will offer brief remarks on the meaning of the ADA and the critical role transportation plays in creating a truly diverse and inclusive society.

“It will be a fun, engaging, and enlightening day for all, and we hope the community will join us for some or all of the event,” said Ramalho.

We are thrilled to announce that Living Independently for Today and Tomorrow (LIFTT) ‘s Self-Directed Personal Care Assistant Program (PCA) is now in full compliance with Electronic Visit Verification (EVV) requirements. This significant achievement underscores our commitment to providing the highest quality services to our community while adhering to state and federal regulations.

What is EVV?

Electronic Visit Verification (EVV) is a technology-based system used to verify the delivery of home health services. It ensures that caregivers arrive and depart at the scheduled times and perform the required tasks. EVV systems record the date, time, and location of service delivery, providing real-time tracking and verification to ensure accountability and transparency in-home care services.

Challenges and Barriers Overcome

Implementing EVV came with its share of challenges and barriers. Transitioning to a technology-based system required extensive training for our staff and caregivers to ensure they were comfortable and proficient with the new processes. We also had to address data privacy and security issues, ensuring that our consumers’ information is always protected. Additionally, integrating EVV with our existing systems required significant time and resources for seamless operation.

However, our dedicated team rose to the occasion, overcoming these hurdles with determination and expertise. Their efforts ensured a smooth transition, allowing us to maintain the highest standards of care and service delivery.

Acknowledging Our Outstanding Team

This milestone would not have been possible without the dedicated efforts of our outstanding team members. We want to extend our heartfelt appreciation to Alyssa Everett, Lanette Brown, Annedria Vincent, Melanie Leuthold, Tana Stone, and Ashley Wolf Black. These remarkable individuals ensured that LIFTT met and exceeded the EVV standards.

Alyssa Everett, LIFTT’s Payroll and Accounts Receivable Manager, has shown exceptional leadership and organizational skills, which have been instrumental in guiding our team through the complex EVV implementation process. Her attention to detail and unwavering dedication have been invaluable.

Lanette Brown, LIFTT’s Personal Care Program Facilitator Supervisor, has been a cornerstone in this initiative. Her deep understanding of the program’s intricacies and ability to navigate challenges gracefully and efficiently has been vital to our success.

Annedria Vincent, Melanie Leuthold, Tana Stone, and Ashley Wolf Black, our dedicated PCA Program Facilitators, have demonstrated extraordinary commitment and hard work. Their collaborative spirit and proactive approach ensured a seamless transition to the EVV system, enabling us to continue providing uninterrupted care to our consumers.

EVV is a critical component of home care services, providing real-time tracking and verification of caregiver visits to ensure accountability and transparency.
